I had this happen multiple times, it happens if you do Padre’s side gigs and piss off the Valentinos. If you scan “Jackie’s” body, it says that it’s highly unlikely to be him, as he’s dead.

This is a feature that would’ve been awesome to have, where you can just be randomly ambushed by a randomly generated NPC boss and a bunch of goons while walking down the street or while driving, all while the boss is shouting stuff like “you’ll pay for killing my brother!” or “it’s V! Kill him/her and let’s boost our rep!”
