I’m pretty sure if you’re offline the patch doesn’t activate that allows for Mule Kick.
It doesn’t spawn when you play offline, it was added later with a DLC I believe,
you have to be online for mule kick

Mule Kick got added into every map ONLY after Moon released. So it was a patch. If you’re playing offline there in no Mule Kick outside of Moon
