I mean, it’s not spelled out in obvious letters anywhere in the game as far as I know, but it can safely be inferred that every vehicle you can buy at the terminal is ‘re-owned’ by El Capitan. ‘New’ cars are probably impossible for anyone to afford in Night City, unless you’re a corpo.
