Some gonk got zeroed, look on the floor the guy’s dead, its supposed to be an immersive feature to see cops doing their job so like investigating and cordoning murders.
It’s a crime scene. Can happen in places where you’ve defeated a bunch of enemies apparently but a lot would just be random I think.
Pretty sure there’s a lot of murders in Night City and NCPD just cordone off the area to investigate the crime scene like any other police department. Just a hunch though.
They are just crime scenes and part of the flavoring and decoration of the city.

Not sure if RP’ing in character as a night city resident who is so used to death and destruction that seeing a dead guy on the ground shouldn’t be something to even care about
Hey, they are just doing their job. Not everything is about you. Stop having such a main character syndrome. Albert, the NPC cop is working really hard. He has a crush on Sophy, he likes pulling harmless pranks and he got a photo of his pet hamster on his key chain. And he is still sad over his cat who became a cyber psycho after it got hit by a car and repaired with too many cyber ware.

In the case of the picture I am going to assume it’s due to the dead guy, so they’re cordoning off the area since it’s a potential crime scene?
Your character isn’t the only person in the game and your character’s actions aren’t the only things that happen.
This is like asking why are there buildings you can’t get into, why are there trees, why is there a sky… etc.
