Wakako, Byakko is the best weapon in the game
If we’re going just by content then it’s a close tie between Regina and Wakako. But if we’re talking what those gigs have to offer, it’s Mr. Hands without a question.
Tho if I had to rate it personality-wise, I like Muamar the most, he’s a funny choom.

The popular but uninformed pick is Hands. Cap is objectively better than Hands, and tried and true, but not quite the best. Rogue is who everyone else on the list would say is so, but that’s only because someone had to sell out. My money on best fixer is on Wakako. She handed V the keys to the city and did it to spite an emperor that would definitely find out about it.
The real question is who talked shit on your experience after you had just survived it?

Whichever one it was that didn’t get mad I killed everyone. Regina hates me. I did all the side quests before opening up Watson, and every other mission felt like she was bitching at me for the body count. :'( feels bad man.

Capitan and Regina hands down for me, followed closely by Hands. They feel like with people like them in night city, there’s something worth fighting for. That there’s value in the people and places living in hell. It’s with them that night city shows it has a sliver of a shade of heart and hope.
Hands is a dlc. He is obviously better.
Mr Hands obviously. He IS a fixer, cold, professional, knows what has to be done. As a character he is another level of fixer, he is that guy who gives you a job and you’re really scared if you mess up, but you also can believe in him because he’s reliable.
And all his jobs are cool even before the DLC, I thought his jobs were really cool, after the DLC they are just another level. And he has some power in Dogtown and it has been shown to us.

Regina is basically palming off jobs she can’t get away with doing on the books, but has good intentions.

Mr hands is probably the best fixer overall however.

Muamar is genuinely just a really good guy so I always love to take hus gigs, meanwhile wakako is a horrible human being who I wish I could kill, so I intentionally fuck up every job she gives me.

Padre seemed to have one of the more defined moral compasses while remaining a realist in a place where morals will get you killed
