That’s a VRM heatsink. VRMs can get pretty hot since they are supplying all the power to the CPU. Pretty normal.
Is it painful to touch, or just hot? If it’s not painful to touch then things are doing fine and well below problematic temperatures.

This is the heatsink for VRMs (Voltage Regulator Module), which normally get hot, and that metallic heatsink is used to dissipate heat from it so it is perfectly normal for that heatsink to get hot, nothin to worry about

Define “hot”. You will feel pain if it gets around 70C (158F), but it is pretty normal for electronics.
Run HWInfo64 and look for VRM (may me named as MOS or VDDCR) temperature. Anything below 105C is normal under heavy load.

it is the vrm heatsink. if it didn’t get hot, it wouldn’t do it’s job, i.e. get rid of excessive heat.
IF it gets very very hot, it means something is off, but you’d notice that because you’d experience stability issues. it would also smell a little. if it concerns you, you can install a fan at the back or top of the case, so as to draw some air over it. it is likely unnecessary but it also doesn’t hurt.

In a matter of fact, there are some motherboard that do have active cooling on VRM heatsink, like in the ASUS STRIX X570-i, an ITX board that have a power delivery with a punch, and some EATX motherboard do have it also, like the MSI X670E Godlike or the ASUS X399 Prime-A.

Well… That IS what it’s for… it’s supposed to do that.
It’s a heatsink/shield that draws heat away from the components underneath it and moves it to where it is easier for the case fans to cool it. Same principle as a CPU cooler or heatsinks on RAM etc…
That said, it shouldn’t be getting ridiculously hot, it could be getting the heat from the CPU blown from the cooler straight into it and adding extra heat, maybe try adding an exhaust fan to the rear of the case and/or having a fan on either side of your CPU cooler…
Or if you already have fans setup like that then you might need to increase their RPM to push more air through and back out of the case.
(Edit, after posting I saw the photo again and yeah you have no exhaust fan on the rear of the case (that mesh area right next to the circled spot) that will make a HUGE difference because as it is right now, hot air is pooling in that spot from more air being blown in than can escape, because it’s not getting blown back out… Ideally you want the same amount of fans/air entering the case from the front/bottom as you have exiting the rear/top)
