I think it’s meant to resemble either a feather band or tied bandana keeping with the classic rock style themes.
But I’ve always assumed it’s just an easy bit of extra offense. Maybe to help keep psycho fans at distance.
Also if you look at the design closely the spikes are connected to the arm by little discs so presumably they can rotate somehow.
