I've played the game a a lot, was stuck at home unwell for 2 months, completed every calling card, all main quests early, all weapons Nebula and yet I've only had 5 Perkaholics. Until today! WTF 3 in one game! Have I been unlucky or is this as nuts as I think it is?

I got three in one game as well, then a fourth the day after
No you get those once you reach a certain ranking. I think you get like one more during prestige master 300 or something. than after that it’s all the luck of the draw
