Can’t download the Multiplayer/Special Ops Compatibility Pack.

I bought the game a couple of weeks back and played the campaign, wanted to do multiplayer after that, but I can’t figure out how to download the comparability pack go access the MP, and my Xbox says I have all add-ons installed.
