That’s not idle in your screenshot. There’s 10% usage, some process is working and using CPU. Idle would be close(r) to 0%.
You don’t need the High Performance power plan! Don’t listen to brain-rotted you-tubers who say otherwise!
The CPU boosts based on its own algorithm set in the BIOS.
So by PL1 and PL2 and ofc how much your cooling solution can handle your pl1 pl2 values.
