I don't know why but sometimes on BO3 the staffs would reload faster or slower seemingly at random. It doesn't matter if it's upgraded or not, and I never got Speed Cola the whole game.
I tried looking it up but found nothing, has this been explained before?

Never seen this before. Kind of looks like empty reload, early reload, and charged shot reload speeds
Only thing I’m seeing is empty reload vs still having ammo
It’s in the weapon file of the staff and the weapon file of its upgraded version. The below table is what I’ve gathered from looking into them.
