
Aside from the cutscene, it’s never mentioned again. We know it reacts to Element 115—since the Ray Gun Mark II wasn’t recreated by coincidence in the new universe. It comes straight from the Dark Aether (or just Aether, whatever you prefer). I’ve seen some people on Twitter suggest the gem in the middle is an Elemental Shard (i.e., soul-infused Element 115), which would explain why it both reacts to 115 and shatters time—since 115 does that in Aether.
I’m inclined to believe it’s some variation of Prima Materia—especially since the Horned Key uses Aetherium (as per Grey’s dialogue in Shattered Veil), and the Liminal Spaces contain Prima Materia. So it had to have come from somewhere.
Shem stole the Horned Key from Kortifex’s tribe, and the Key is also partially responsible for the spacetime shattering in the manor (as noted in "Shem’s File" from the Tomb). So maybe he stole this device from the tribe too? And then Kortifex punished him for killing his followers.
Any ideas???

it’s a thingy
The special device will actually be the main focus of DLC4. We will have to take a detour to the ruins we see outside of Liberty Falls in order to power it up. Obviously though we won’t get an explanation for what the device is or how it works. In DLC5 we will take another detour to the Liberty Falls Wall so that we collect more of the minerals on the device. We will also not get an explanation for what the minerals are and what they do. In DLC6 we will finally go to the Janus Towers.
Snarkiness aside, I’m 100% confident that there isn’t any lore behind it other than the weird “Shem used it to break spacetime” quote. I fully believe that it’s solely just a deux ex machina
