Apparently 4070 cards are stock limited to 200w, which your max pull was 205w. Gotta remember your card pulls from the PCIe slot and the 16 pin.
Edit: 4070s is 220w. It’s possible fans or something could be eating power somewhere. Maybe see if you can bump the power limit.

Back on my 1080 TI sometimes I got a perfcap that didn’t make sense, switching from daisy chain too 2 x discrete 8 pins gained me 1-2 step of clock speed and perf cap made sense. Maybe it matters if the connectors plugged into the scary adapter are daisy chained or not?
