Ok, so I entered this motel room and found one Militech robot performing a lap dance for another Militech robot. When scanned they both have human names and are behaving like normal civilians.
Two civilians engaging in “extracurricular activities.” Nothing wrong with that.

I think those are proxies, sort of like how Hanako uses that proxy to speak to you after the parade. Except instead of being some guy who’s (presumably) paid to be a proxy, the proxy’s just a robot.

I saw one in a window in dog town was dancing in a dress, and there was a lady next to it with a tablet who I assume was programming it’s behavior. Strange indeed

IIRC to find this you need maximum strength to pry open the door, which is unhackable. Gotta love Easter eggs.
