I just got an ASUS dual OC 4070 super and I decided to mess around with MSI after burner and I got it to
+265MHz core clock
+2000MHz Memory clock
And core voltage is at 0 and if I go up by 5,10,15 nothing seems to change at all.
Is there any more room to squeeze out of this thing because of the non 100% utilization or is this due to DLSS?
Right now I'm playing at 4k
DLSS Quality
All ray tracing settings on and lighting set to Ultra

That’s most likely a CPU bottleneck
CPU bottleneck, use PBO if it’s an amd chip
Did you run any benchmarks like 3Dmark Time spy?
Look at your individual cpu core utilization. I bet one or two are maxed out.
