Some weather mods, including that one mod that improves visibility through car windshields, break LOD so it doesn’t change from low poly to high. For some reason this games’ LOD textures don’t have collision which is why you fall through the map here.

Maybe too high graphics settings and your PC doesn’t have time to render. Happened to me when I put the game in Max settings, the immediate area loaded fine but when I got in my car and went to Japan town really fast I started clipping through the unloaded floor’
