I think this game started development when hero shooters were starting to pop off and in the time it took to make, standards changed but its leadership must have refused to pivot. Or worse, they kept pivoting and lost the “vision” for the game, Anthem had a similar issue.
Games take a long time to make so if you are going to chase a trend, you need to do it fast or be willing to make something interesting. They chose to do neither. It’s a lot harder for a “just okay” game to succeed these days.
