I've only seen 1 short of this guy and, on my 1st playthrough, after almost 80 hours of just admiring my post-gig carnage, screwing around while resolving NCPD calls, and joining the Night City Fight Club (of which we shall not speak), I FINALLY HAVE PROOF THAT HE EXISTS!

I heard an excellent theory, that the people you see with blue eyes are actually the bodies of net runners that were taken over by rogue AI. It does seem to hold up, for example whenever you make a payment to someone, their eyes glow blue briefly while they are connected to the network for the transaction. The blue eyed people (AI) are always blue because they are constantly connected.
