GabeFollower is a fairly reliable source for Valve stuff. Not perfect but he’s more right than not.
We know there’s an HLX in development. This is fact. It’s really a matter of it’s actually HL3 or another spin-off game. It could also still be cancelled; HL3 was cancelled like three times (heh) in the 2010s because Valve got bored with it and/or Source 2 was too incomplete

As I’ve said for years, Half Life 3 and Portal 3 should be the same time, with the first act of the game playing as Gordon breaking into Aperture Science to retrieve the portal gun.
