Yes, like many NPC-only items, there’s a mod that makes them wearable.
Look up “Hooded Raincoat” on the Cyberpunk Nexusmods and you’ll find this coat available for V in a variety of colors and hood-up/hood-down configurations.
I find that if it only has one model for either male or female, then the player probably can’t wear it in vanilla.
I’ve seen similar ones worn at Burning Man. Look on Etsy; all sorts of cool futuristic stuff there, often times from boutique creators.
