How do i get this lobby permanently?

I got the Seabed Palace Theme lobby for 60 days. And the below says it’s locked and will unlocked when “After obtaining the Deep Sea Mystery theme(even if I don’t know how to claim this one also), you can claim the permanent version of this theme.”
