Eh. Most cities in games are little more than window dressing with a few vendors and a handful of NPCs that will speak to you, in all reality.

There were so many actions RPGs I was interested in until I learned they were souls-like/Sekiro like. The most recent example was Wo Long. I was so stoked for that, only to be disappointed.

This is what got me about Enshrouded. You can do the whole “push back the evil mist consuming the land” thing as much as you want but when it doesn’t feel like there’s anyone to fight for (the NPC crafters don’t count, they’re little more than quest boards and crafting markers), it just feels like you’re struggling for nothing.

What if you start out with a vibrant and colorful city and when you do a bad ending you get a sort of post game as a new character and explore the ruins of civilization your character destroyed

i would suggest Horizon Zero Dawn (or forbidden west) titles for this.
not soulslike but i like the cities/villages in that titles.
for some reason my brain just whisper, ***Kingdom of Amalur***. not sure why.
