Pretty sure that V says something in the line of thanks to Vic for all the work he’s done on V without seeing an eddy. Dunno what that would be as V isn’t very chromed when he gets the kiroshi’s, but I think it’s a good bet that the kiroshis are not even half of the 20k V can pay Vic.

You got optics, subdermal armor and ballistic coprocesor (or how is the hand cyberware named). And V already has cyberdeck, which was probably also installed for free.

You meet Vic in the prologue as part of the montage with Jackie. At some point Vic mentions that he met Jackie at a boxing club and they were friends ever since. It’s possible that he was fixing up you and Jack for free as a gesture of friendship for those 6 months. First friendship with Jackie, then friendship with you.
Then you guys land your first big job with a fixer that regularly works with groups of professional mercs not just someone that works adjacent to gangs and sometimes hires outside help like Padre or Wakako. So he’s got this set of kiroshis and you show up needing to get a smart grip with deferred payment so he tosses those in hoping that you don’t die on that first big gig.
If I recall correctly in the Tower ending, Vic mentions that he became a Ripperdoc because all his friends became mercs and someone had to patch them up so they wouldn’t die. I’m sure Vic is well aware of the likelihood of your first big job being your last job. The 20k might be with interest and all the free patch jobs he did when you and Jackie were both nobodies.

2.0 really didn’t explain it too well. But I feel the optics are the base, and the sentry, oracle, etc. are specific upgrades to them that are attached to the kiroshi, like how we can only attach one processor.

Don’t forget, if you’re a Corpo V they would have had a bunch of non-functional Arasaka tech that needed to be dug out.
