that is corrosion, it will get worse. I would suggest cleaning it with a clean toothbrush and some alcohol.. while it’s powered off and unplugged ofcourse.

Edit: you can also see liquid stains on the metal bracket as well. Some liquid spilled or leaked onto that area of the graphics card. If you have an AIO, check for leaks. If you set cans of pop/water/etc on top of whatever rig you have, don’t.

Everyone is saying corrosion and that’s correct, but be sure to check your water cooler if you have one. It would be leaking and drip down on the gpu.

In order to fix this properly you’d need to remove the items that clearly have corrosion under them.
To do this you probably need to engage a professional who can refurbish electronics properly.

Based off the photo, I would guess its dried up Copper Sulfate. Acid copper plating baths in PCB manufacturing typically are used to add copper through electrolysis. When dried up, it looks blue in appearance similar to copper sulfate pentahydrate crystals. Because the PTH (plated through holes) look pretty deep (even the non-pths) I suspect some solution was trapped during the plating process and inadequate rinsing meant the solution was then entrapped during soldermask. Board went through assembly no issues, testing no issues, but once in your rig and enough time has passed, copper sulfate will travel (creep) along cabling/traces when current is applied. So over time the chemistry made its way to the surface and then dried out as you see it here. Source: I work in the PCB manufacturing industry and sold/serviced the chemistry for many years as well.
