It is the “Technical Ability” way of covertly disabling all cameras at once.
If you cannot hack cameras, but still want to sneak, you can find this and shut down the security systems and knocking out all the cameras.

Probably for mission thing you just did, the NCPD Crime thing. Can see that it disabled the camera on the wall when you did it, so probably just a way to be sneaky without using quickhacks to disable the cameras
Could also be something that was from a cut quest, or other cut content.
