I’m having temp problems right now with my 360mm aio with 1.35V to my 10900k. Last time I touched anything to do with ram I bricked my Pc and had to cmos restart it so i’m weary about changing it.
I want to know if it’s safe to lower those and if they would help out with my horrendous temperatures and what values I should set them to. RAM is Gskill DDR4 4000mhz with XMP on

Yes, those are quite high. You don’t need that much unless you are running extremely high speeds and/or high density sticks.
I would start with VCCSA at 1.3 and VCCIO at 1.25, that is sufficient for most DDR4 setups running 4200 or slower.
Don’t expect much temp improvement, the memory controller and IO portions of the CPU are only a couple watts.
It is 100% normal to make your system unstable when tuning RAM. Wire up a button to your clear CMOS jumper so you can reset it quickly.
