I don't know what's wrong with my pc.
Both my cpu and gpu usage are low with stutters in fps in almost all games.
my specs/
cpu dual xeon x5690
gpu rx 580 8gb
ram 16gb ddr3 1333mhz
also if i upped my ram will it improve performance?

even tho your cpu usage is low u are probably cpu bottlenecked, most games relies on single core performance while your cpus are optimized for all core applications
Westmere does not have AVX instructions so performance across the board is minimal. The only way these old Xeons keep up is to get a good cooler and overclock them. Of the 7 samples I’ve had all will do 4.2ghz, most 4.5ghz.
You need an upgrade honestly.
