Fiona is a fucking monster, but I think she honestly believes she’s doing something good by giving kids a way out of Dogtown. It’s a delusion that probably helps her sleep at night on her pile of blood money.
This game is so rich with lore. I made notes in my phone detailing things like 6th street and the Will Gunner take over. Took me like multiple playthroughs to understand how deep this game goes.
