I find the hours a bit humorous. It’s not an aircraft, not like you gotta record it to track TBO / SMOH or anything.

A well considered build, about all I’d want to change would be the 1TB drive, I don’t have a lot of games and I still manage 1.2TB. Lots of inexpensive ways around that issue though. Were I searching for a plug-n-play solution I’d short-list it.
I’d go for it.
Since all the parts look new, he has the boxes and you could check with him the date of purchase of the GPU, as well as ask for a screenshot of Crystal Disk Info to be sure of the SSD’s usage time.
After checking these two things, I’d buy it without even asking for a discount, it’s a fair price for a computer with supposedly 100 hours of use.
Remember, it’s PRACTICALLY NEW!

It’s an ok price. If it was brand new, I’d say it’s a good deal, but it’s really not much of a discount for a used PC. Once it’s used, I personally feel like it doesn’t matter if it’s 1 hour or 1000 hours, it’s used. At the asking price, it’s pretty close to the price of building a brand new one with the same specs. For the price difference, I think I’d just buy new parts, but that’s me. If that’s exactly what you’re looking for, and you prefer to buy a completed PC that you don’t have to assemble, then I’d say to go for it and maybe try to haggle a bit. If they’re serious about selling it, they’ll probably come down a bit on the price.
I would try to offer 1,500$ or something like that, but just because I like round numbers, but 1,600$ for those specs is okay.

You’re paying a new price for used components.
You’re paying for components someone else chose for their needs, not yours.
A good deal of those warranties will not be transferrable (for how much this matters).

It IS used, but this is more of a personal issue/preference on my end. I would never trust the storage drives of a “used build”, so the pre-installed OS is not even a consideration (format everything and install your own OS, or if you can afford and be bothered to do so, install completely new storage drive(s)). And yeah, I consider anything “used” as a reason to dock some cost from the tag price (though I do recognize that in the PC market, this isn’t as big a deal).
If the PC being sold was new then consider that these parts would be around 1600 (give and take a few bargain deals/sales/coupons) off the shelf. If you consider the time and effort (if it is well built), then that’s kinda fair on a parts to price basis. Not to mention just the effort of even just sourcing the parts on top of the labor of putting it together — again, cool things to consider if PC is new, but since it is used, all that human resource value is negated since seller has also benefited directly from it.
On a more objective level, this “seems like a fair deal”.
Remember, used= 30% less than msrp before tax. So it’s not a good deal
Probably gonna catch a little flak since it’s a noctua but I feel like that cooler is a little lackluster for that cpu. I bet he took off the one that was on it and put that one on there to sell it. Also, AM5 stuff is kinda expensive DDR5, AM5 board, the cpu etc. so this price point is probably on par. But you could definitely spend probably 100 more and build one to your liking with the same if not better specs. It is a good deal, but I think you will upgrade the cpu cooler eventually. Ideally you offer 1500 and buy you a good cooler or put another noctua fan on that
