Common glitch. Try restarting. If it becomes too frequent, try reinstalling or trying a new save file.
Things can get stuck on layers of the world the player is unable to interact with. Most common when a battlefield has stationary vehicles and you kill someone near them.
Uuh it looks like you have been part of a crime. You shoudnt wonder about loot but turn yourself in at the nearest ncpd station
Bug. Try movin/shooting the bodies to unglitch them
