I'm at my wit's end and would greatly appreciate any assistance.
As the title suggests, I'm using an Intel Core i9-13900K processor with an Asus ROG Strix Z790-E Gaming WiFi motherboard.
To my understanding, the 13900K should boost to 5.5 GHz under load at stock settings, but for reasons I can't seem to grasp, the CPU frequency never reaches 5.5 GHz while running Cinebench R23.
During the Cinebench R23 benchmark, the P-core frequency hovers around 5.0-5.1 GHz, while the E-core frequency stays at 3.8 GHz.
My system's BIOS settings are currently configured based on recent Intel recommendations:
PL1&PL2 253
ICCMAX 307A
MCE – OFF (Enforce all limits)
Maximum Performance Plan in Win10
SP score in BIOS is not high, just 92 points.
I have tried to set P- and E-cores to stock frequencies manually in BIOS as follows:
P: 58×2 – 55×8
E: 43×16
I also tried loading the Optimized Defaults in the BIOS.
Unfortunately, there was no change. The CPU frequency still won't exceed 5.0-5.1 GHz according to HWiNFO64.
Interestingly, in tuning guide here below, the author is able to achieve the stock 5.5 GHz boost clock on their 13900K during Cinebench R23, despite having a different motherboard:

Also for some reason in HWiNFO64 it always shows Core Power Limit Exceeded, no mater what PL1 & PL2 limits are set, what is the reason for this?

I don’t think it’s going to boost to 5.5 with the Intel recommend power limits.
All the old benchmarks and reviews you are going by are from before everyone realized that the typical motherboard defaults, which were basically unrestricted, may be killing CPUs. The Intel recommended power limits are a bit of a new thing, added to newer BIOSes to mitigate this potential issue, though [the latest news is that the it may be a more fundamental issue with 13/14th gen](https://www.youtube.com/watch?v=QzHcrbT5D_Y) (literally the same silicon).
You can certainly uncap the power limits, and you’ll probably get the 5.5GHz all core, but whether your CPU will work properly, or live a long happy life or not is an open question.
had an 13900kf and it ran 5.5ghz on all cores on an asus rog strix b660i itx mobo which very poor vrm.
have u tried mce on ie when u used the “optimised defaults on”?
on my board with my 600w psu I could not use the cpu fully unlocked power wise with an 3080 as the games would crash out to win. but even with the cpu limited to 120w with only p cores it would hit 5.5ghz all core.
your temps are very low, I would hit 99c instantly in cinebench when the cpu was unrestricted power wise and still be running at 5.5ghz when unlocked.
Cinebench will always hit the power or current limit if set to 253W and/or 307A. If you want to hit near 5.5 Ghz under that type of load, remove the power and current limits and let it thermal throttle at 100c.
i am running 13600k and it uses 200w @ p5.5 e4.4. so i guess you need to up the wattage or disable some e cores or something
