Its done that since launch. You can turn this off though.
Go to settings > personalisation > start
Then disable “Show recommandations for tips, shortcuts, new apps and more”

You can turn all that shit off during installation/setup. Read what those options actually do before you just tick the box and move on ffs.
What about Disney+, Instagram, Prime video and Facebook? Are those too well hidden? Lmao.
