play the game. each of those skills is leveled by performing actions related to the skill. perform those actions as much as possible, as quickly as possible.

I recently tried the Lizzie pistol. Using it leveled up both my Headhunter and Engineer levels so fast. You might need 20 Technical for the Bolt ability tho. I did that on an old completed save.

I didn’t know it was possible not to max out a skill at level 60. I was at the maximum of all the skills at level 35. Mind you, this isn’t a criticism. I guess you’re playing stealth and you don’t neutralize enough enemies.
The only method I know is kill, kill, kill and kill again (or take down). Become the legendary cyberpsycho of Night City.

I play a sneaky netrunner so head hunter and netrunner I max just by playing. Engineering I grind thru disarming mines and cameras. Weapons that fall onto two types, ie smart assault rifles raise both netrunner and Shinobi. Dashing also raises shinobi, but not very quickly. Just punching people raises solo so I use gorilla arms with my sneaky netrunner. But if your trophy hunting I recommend looking for some kind of exploit, possibly item duplication of shards if that is still possible.

Mine are levelling like crazy just going from gig to gig to NCPD activities and a side mission if I am close. I still haven’t met Hanako but have finished the PL content.

Shinobi is easy, just use the airdash+double jump combo everywhere. Netrunner is easy to do on a hacking build, or just use the Erebus or the one assault rifle (Hercules I think?) smart weapons might also work but I’m not sure.

To progress the engineer tree, simply shoot people with charged tech guns. Fight with a shotgun or blunt weapon would advance your rank in solo. So on, so forth.
Honestly if you really want to level up, just go to places where gangoon respawns and kill them. You will get the progression and a lot of practice with game tactics.

For the Shinobi, I did a lot of the NCPD Crimes with a Katana. Deflecting bullets helps with those a lot.
Netrunner, hack everything. Cameras, cars, turrets, enemies, etc. I would even hack the random vending machines I’d pass just to mess with characters.
Don’t forget to sleep and get as many buffs as you can. Particularly the XP hours buff.

Engineer: Tech weapons, grenades & kills while cyberware is active (Sandevistan & Optic Camo). Ease of leveling depends if you have a high technical ability score.

Once you start Phantom Liberty, you will find many vendors around. Go to the Junk Vendor and they will have skill shards, as well as a perk point for you to purchase.
