To begin with, to go out jumping/leaping on the side walk with a gun drawn out, not really a sign of mental health stable case. 😉 And all seemed premeditated, you avoided all civilian and the cop you aimed for…. so i would blame who is pulling the string on V rather than blaming V itself 😉
