Xbox and Activision said they’re addressing the issue. I sent a ticket in to Activision support. Here’s their response:
I checked with the information available, and this issue is being handled by the specialized team. I thank you for reaching out and bringing this to our attention. The studio is aware of this issue, and they’re currently looking into it. Apologies for any inconvenience, please be aware they’re trying their best to solve your issue. I will go ahead and close the case. Please keep an eye on social media for any updates on this matter, or on the Activision Blog.

I keep getting weird frame drops and lag spikes despite the fact that my PC is top end and I am hitting 200+ frames without missing a beat. Something is up with the game for sure.
