Never noticed this before. I'd guess this "Mr. Blue Eyes" is the one who calls and blacks out your vision to sway your decision on telling Jefferson the truth.

    Mr Blue Eyes is also watching to see what you do in regards to >!taking So Mi to the moon!< and he’s also the one who >! arranged her trip to the moon!<. You can see him at two different points on your way there.

    There’s also a rumor that Garry The Prophet has malfunctioning cyberware and can pick up “signals” from an unknown entity. He describes them as having blue eyes, but also assumes they are lizard people.
