Looks like you are stuck on “prefer maximum performance” in the NVidia control panel. With that setting, the gpu stays at top frequency. Set it to normal performance. It’s in the Nvidia control panel -> Manage 3d settings -> Global tab -> Power management mode -> Normal. If that is already set to normal, then an application you have open is set to “prefer maximum performance” and you have to find it, and set it to “normal” on the “program settings” tab of “manage 3d settings” in the control panel.
