Hello, first forgive me for my bad English.

My computer: msi b760 gaming plus wifi, i7-13700kf, 4090 tuf gaming, 32go of ram DDR5 6400mhz.

My problem is temperature of cpu. In cinebench 23, it goes to 100 degres, or 99. In game while shaders compil it goes to 79/82 degrees, and 59/75 in game My aio is an 240mm, pump goes to 90%. put a thermalright lga1 700, and change thermal past (thermal grizzly cryonaut with an X patern). My mobo is an msi b760 gaming plus wifi, my bios is on date. undervot a bit, and im asking my self a question: of i change short duration power limit, and the long one, will i see some better temps? What can i do?

Thank you every one for helping me!

PS on the bios i did: microcode selection: no upd, cpu core voltage offset mode: 1; cpu core offset voltage -0,120; ou lite load mode: 1; cpu loadline calibration control: 1.

You could try reducing the avx offset by 1 or 2 (so -1, -2).
This will lower your cinebench scores but also the temps. It might have an impact on other applications.
Other than that set a limit to how high your cpu can overclock itself.
The undervolt is a good idea, but I could imagine that without manually setting the oc clock, it will try to go higher than it can actually hold stable and might result in clock stretching (so less performance at high clock speed)
