They probably wanted to, it would make sense since it was a steam release and BO3 (the previous black ops steam release) had it. BO4 going on battle net instead sucks because even if they wanted workshop support it would’ve been way more complicated. CW was rushed in development so they probably scrapped it when they were forced to start another project. BO6 may be the return of workshop support!
