Try restating in safe mode and get rid of any nonessential programs that run upon starting.
looks like windows issue to me, maybe try reinstalling
you might also check display cable, sometimes I had similar issue, during boot my display had strange resolution and sometimes there was only black screen. After replacing display cable issue is gone.
The fact that everything is shifted to the right side of the screen I would say it’s a monitor issue
In order to get a clear understanding, can you please share details to your setup? Like what cables are used in which slots. Are you using a dedicated GPU or an onboard graphics from your MoBo? Also have you tried entering the bios and do you have problems there?
Unplug any other display or HDMI audio devices.
If that display is not set as the primary it would be black while at the login screen.
Can you test with another monitor or change the type of cable?
(it looks like a problem with the monitor, connection via a graphics card or processor?)
Try using different monitor if you have another , otherwise remove the gpu and try to boot using onboard graphics
It looks like it’s trying to force a graphics mode the monitor can’t handle. Did you downgrade the monitor for some reason? Why is the logo to the side?
Windows logo is not centered start investigating that
if you have cpu without graph try to unplug it from power for 20 min,if same thing happen,you should do the same but with cmos removed
Of everything’s plugged in properly shutdown pc and turn off your power strip and turn it back on everything should fire back up.

A possible issue is that the resolution got set way too high for your monitor to display. Windows Key + Ctrl + Shift + B may fix it.

I’d say it is a monitor issue it seems like your monitor demanding a higher resolution than it can support and fails to output properly. If you somehow lower the resolution the issue may be fixed. But I’d suggest trying a different monitor.
If you have on board graphics, plug your monitor into the motherboard display socket. This will let you troubleshoot your drivers and resolution settings on your graphics card
The bios logo is off to one side as well suggesting it’s a hardware issue. Try plugging your pc into a TV. If it still does it then it’s probably a graphics card issue or hdmi cable issue.
That display is acting weird. I would try to rule out the monitor as the issue first by trying to use a different cable and if possible try a completely different display. Either use a different monitor or if you don’t have a spare monitor plug your PC into your TV and see if it boots alright. Also try a different port on the back of your GPU too incase its a port on your GPU going bad.
My second gut instinct is it might be something windows related. I would create a recovery USB and then try to repair windows and if all else fails do a fresh install of windows (back up any data you want to keep first). Maybe try booting windows into safe mode first just in case it’s a program causing an issue (safe mode boots up your PC with only the essential programs running). I’ve never experienced it myself but sometimes software that controls your PC’s lighting and keyboard and mouse (such as ICUE for corsair products) can cause weird issues.
If none of that fixes it then I’m at a loss sorry. all I can say is if a fresh windows install doesn’t fix it then it is probably hardware related. Possible monitor or maybe even GPU failure (unsure about it being GPU failure as I’ve never seen a GPU fail like this but GPU failures can do weird things with your display).
Hope you get to the bottom of this. I’ve had to deal with a monitor going bad and an SSD failure in the past and it can be a real pain in the ass when things don’t just work.
Probably a resolution or refresh rate that is out of the monitor’s range. Try to boot into safe mode and uninstall the GPU driver to reset everything.

Have you tried to turn it off and on again?
Did you change anything before this problem started? Windows updates? Graphic driver update?
Disconnect any cables from your computer except keyboard and monitor. Check the monitor is plugged in to the correct port, unplug it and re-plug it in to account for a bad connection. Try booting again.
Try booting into safe mode to see if it’s a driver issue (or hardware issue caused by high resolution). If this is the case then uninstall drivers and when normal mode is working again reinstall drivers.

See if you can boot to the windows installation media. If you can’t then there’s hardware issue. If you can try to repair the windows installation.
Turn the power off at the wall but leave the computer plugged in so it is still earthed (I have assumed you live somewhere with earthed power, if you don’t then unplug your computer). Open the side of your computer. Touch any part of the bare metal inside the case to ground yourself before touching the electronics inside. Reseat the RAM and the graphics card. Try booting again (you don’t need to put the side of the case back on at this stage.
Make sure you ground yourself again. Try removing one stick of RAM. Make sure the other is in the correct RAM slot for single channel usage (check your motherboards manual for which one this is). Move the RAM to the correct slot if needed. Try booting. Try the other stick of RAM. Try booting.
Sire your monior or it’s cable or the port on your pc is broken it is likely selecting some monitor that does not exist as primary.
Try turning off and on your monitor and use HDMI for monitor connection if that is an option. Also try replugging cable for the monior.
The monitor is using analog input. Check the settings on the monitor menu. It’s not a pc problem.

It being shifted to the right is the main issue. I would unplug all cables (from all ports), make sure they are not dusty or corroded etc. Also reseat the GPU.
Check on the screen if there is any button that can change the dimensions/zoom.
You want the windows loading to be in the middle of the screen.
Both Windows and BIOS logo are off center, so it leads me to believe it has to with resolution. Try getting into Bios and see if everything is off center too.
