Objectively i believe it has to be black ops 3 having shadows of evil der eisendrache and Almost every single map from bo1 and waw available
A close second would be Bo2 because of Mob of the dead and origins carrying so much
But i feel like the best zombies feel horror wise is world at war with the creepy atmosphere

Bo3 on sheer amount of great maps
BO3 just had the best maps and dlc in greneral
BO1. The maps were great and the the game was accessible and you didn’t need to do research besides main Easter eggs.

WaW. It’s straight-up round based zombies with no fucking around. You had a few wall guns, the 4 og perks, and a mystery box. Simple, yet effective.
Call of Duty Modern Warfare 2 (2022) Has ALOT of zombies maps I love all the maps in it

Without chronicles, Bo3 has a remake (the giant) and a quadruple mosh type map ( Rev), ZNS is great but has no replayabilty for me. Grodo is ight. Only DE is fun and casual enough. SoE is great but not as insanely amazing like most of ppl here and yt make it to be.
Bo2 was great, though the fact that one of the later DLCs broke the Alcatraz map (for me at least) was annoying

BO3 it has the most objectively good to great maps. Plus chronicles and customs on pc there just isn’t competing.
However if you are trying to save money BOCW is the best one because you don’t have to buy the dlc
