Yes, but you’ll be disappointed. That’s a giga budget TV and I highly doubt that SCART socket is wired for anything but composite video, which looks like shit.
You need a HDMI to composite (note: NOT the other way around) converter, or “scaler”, and a composite (RCA) to SCART passive adapter.

If this endeavour matters to you in some way, you’ll have much better success with sine kind of switcher/scaler device like something from Kramer, wyrestorm or one of the other brands that makes stuff like this. You’ll be very disappointed in what you’ll get from an adapter, or series of adapters.
This is something that is not worth it. With the amount of money you will spend on adapters you can get an old console or a media player that is already compatible with this tv and get way better image quality. If your goal is to get a retro experience that is. If it is to use it as a second monitor or something just don’t.

Do yourself a favor and switch tactics. Buy a dvd player with scart output and USB inputs and connect it that way. You can even find these at a dollar store sometimes, but I’m sure $20 at eBay / goodwill will work just fine.
