You must sign out of PSN before opening BO2. Then, start an offline game and end it. Once you have done that, sign back into PSN, and you should be good to go.
This happens with new PSN accounts cause BO2 servers suck, the way I got it to work was to open bo2 while signed out, go into a local match of tranzit, leave then sign in again and play online
