Given the way the potting is I’m guessing that this came out of an ATM. The computer was probably assembled and then the whole thing was potted for waterproofing. Someone probably nabbed this while it was being decommissioned.
Ram won’t contain and sensitive information after a few seconds of power off. And I have a feeling that this has been powered off for a long time.

Some places did this sort of thing as memory at various points was/is very expensive so to discourage people pinching it..but EDO ram was from around the 486 era IIRC so would of been thrown out around the early 2000s at the latest.
This came from a cash handling machine or a financial processing system. Maybe an ATM, maybe a cash-counter, etc. There’s no ECC on here so it didn’t come out of a back office or management system.
These devices have to be certified and assured from the point of manufacture to prevent supply chain attacks, so it wasn’t unusual to mark them with the intended customer.
Being RAM, it’s not a data storage device, so doesn’t need to be sanitised on disposal.

For security they plastidip the ram and marked it to show if anyone tampered with the ram, also charged the bank a 100X markup.
