Why is my cpu speed showing 4.15 Ghz when my base clock is 3.90 Ghz. Does it mean i am overclocking??

    All CPUs since Pentium 4/Athlon (down)clock themselves. iirc since Nehalem/Bulldozer they overclock themselves as compute demand increases. So totally normal behaviour.

    Task manager frequency is basically never correct btw

    AMD CPUs also opportunistically boost their clock frequencies. 3.9 GHz is only the base when turbo is off and the absolute worst case scenario.
