2nd PC is a solid build for the price but a 1650s is going to be disappointing.

First one has to be a scam. The 2nd one is more reasonable. You could try and talk him down, but in the US at least, 300 is already pretty fair for that PC. The platform is already powerful enough that a GPU upgrade would be all you need to scrape by for longer.

The one with the RTX 3060 is clearly the better value. However, it seems too good to be true for that one. An RTX 3060 by itself, costs nearly $300, so I’d be suspicious about that one. Getting an entire PC with a 3060 for $300 is something I wouldn’t expect. If you’re going to consider that one, make sure you check it out in person before giving them any money. Confirm it powers on and the components all match the models being advertised, especially the GPU. Make sure the PC boots up and works, etc. If it all looks good after you’ve checked it out and it looks legitimate, it’s easily worth $300. It’s probably stolen if it’s real though.

Won’t comment on the first build because as others have said, it’s a scam.
As for spending $300 in 2024 on an aging rig with a 1650, I’d just buy a ps5 instead as you’ll get more value out of it. You probably want to spend at minimum $1,000 on a prebuilt, as most lower tier hardware simply doesn’t have the price to performance to justify dropping several hundred bucks, imo. Like, even if you could conceivably purchase a computer with a 3060 and a modern-ish cpu for under $500, it’s still going to put out poor framerates on most modern games at resolutions higher than 1080p, and you won’t reach the frames you want in competitive titles like r6s and cs2.

Id go for the second, save up and replace it with a 1070, 980ti, or a 8gb rx590(they all have almost the same performance but the 980ti and rx590 you can find for like $80 on ebay or marketplace. As far as the first one, if you are going out to meet him bring some friends and make sure you all have a way to defend yourself. Its not uncommon for people to “sell” something just to get someone out with cash and rob them. It also would be a good idea to meet up at a police station.
