I found this strange too, but they also let u stay in japantown after the parade mission
Remember that Viktor added a face scrambler to your kiroshis, so cameras don’t see your face. Combine that with the fact you weren’t wearing your face when you went in, along with most of the people who might have seen your face being dead…
Hands tells you that he got you on some permissions list. He forged a fake access or something. Plus you got the Keroshis that make camera footage not great. So putting those together I would get “security just passes whoever on the list” lol.
Short answer: it’s a video game and you need to roam.

I didn’t kill him, that was that French chick and they found her dead on the side of the road so… Hansen was avenged by some crack head. Case closed, everyone is happy.
The last two people seen with Hansen alive are dead in a garage. They don’t even suspect a disguise, hence why you can go back to Hansen’s funeral as Aguilar.
Well there’s a real question as to if anyone has a clue who kills Hansen. Everyone with him died, who knows what camera actually detected or and/or what they saw between your own appearance and the hacking of the systems in the area.
On top of all that – even if they know who killed Hansen, it’s a military dictatorship that just lost its dictator and is more concerned with the internal power struggles than any justice, so it’s very possible they care more about who’s gonna run what now and how to stay powerful in a world full of factions wanting to take them down than they care about finding out who did it and going after them.

There’s so many reasons why. First you had a fake face on when you did the mission. Anyone who saw you in person saw the French girl. Captures captured the French girl. Second your real face can’t be captured on camera anyway because of scramblers. Then Mr. Hands also had the scrambler on your identification that got you in and out of the gate.
the alternative is mass murder and mayhem. Just letting me walk is the preferable outcome.
V was wearing French girl’s face, and Alex was wearing French boy’s face. Then they are found dead later. And everyone who was in the room is dead now. How would anyone even begin to suspect V? It makes perfect sense.
