You can get 999 ping at NASA also.
It all depends on the ping between you and the server.
You can only blame pubg servers if another server of another company is located around the same place and you get like 5 ping but get 120 ping on PUBG.
The number of factors that all of these boil down to are so many like your wifi connection . Jitter packet loss etc.
Although now that I remember Feitz a popular YouTuber also plays from Oceania there must be a separate server for you guys.
