With the sandevistan he’d be harder to hit, but Raiden would still win. Smasher is fast but Raiden is faster, and by a lot. Running and jumping across missiles, being able to deflect bullets with his blade, the HF Blade being able to slice through anything at an atomic level means smasher is just another cyborg to him, albeit maybe a little faster

Id probably put smasher on the same power level as sundowner, who gave raiden a fair fight but still lost in the end
