Title, built friend a new 5800x3d pc, my friend has the 5800x3d and the arctic liquid ii 360mm A-RGB, his gaming temps are sub 60 and his cinebench peaks at 73c,
I installed it all, the only issue is the tubes are pushed to far out for the side panel to go on the case, so i pushed the tubes in slightly, bending them to the right.
Loaded pc, kept noticing power deviation accuracy going bonkers, 200-600%, ran cinebench for all core load, it varied between 90-120%.
The cpu would have random spikes to mid 80s at times.

This is with PBO and XMP on, no CO, did my mate just get a really godly 5800x3d? When we game he sometimes complains that his cpu isn't going above 45c in games and that it's a waste because they can't be pushed for more performance.
I assume the pump is working because the cpu should probably die doing cinebench without a working pump.
One thing i did notice is, that my mates hwinfo shows "package c6 residency" at 0, in every column, and that the power his 5800x3d pulls is less than my one, yet he scores higher.

The power draw is lower too weirdly, This is him with pbo + xmp on, no CO too.
Could this just be the difference between cpus at hand or is there something going on with mine?

You say the power draw is less? What is it? Should be 105W max. Have you tried re-seating the cooler head and also check for any air bubbles.
Did you fit those 2 little arms to the mainboard correctly? The ones to which you screw the block? If you instal them other way around the offset block mount will put the center kf the block far away from the hotspot on the cpu. I can imagine this would cause high temps.
